In the aftermath of Blinded By the Light, the Destiny Diaries have been destroyed, many of the mutants with knowledge of the future are gone, and the Marauders hold Rogue hostage. In the midst of the chaos, Weapon Plus is beginning to unveil its newest program: Weapon XVI. No one seems able or willing to state what the government's plan is, only that its goal is beyond what Weapon X started. They will control mutation, create living weapons, and cure the rest.
Mutants are being rounded up and placed in concentration camps. They are divided into two groups: the experiments and the useless. The useless are killed and harvested for their DNA, while the experiments are further mutated until they are literally living weapons.
The X-Men are furious and are trying to work to halt the program peacefully. However, Magneto, the Brotherhood, and the Hellfire Club, have other ideas. Humans stand on both sides of the issue; William Stryker and the Purifiers have offered their assistance, while Nicky Fury and S.H.I.E.L.D. stand beside the X-Men. Mr. Sinister is secretly helping the program, posing as Dr. Windsor to further his own research and is using the Marauders to bring in new subjects.
Can the X Men stop the program before it is too late and all mutants are subjected to its whim?
